The Somerset Police Department held a promotional process in which many eligible officers of the department were evaluated and followed the steps to promote through the supervisory ranks of the department.

This promotional process was perhaps the toughest the agency has seen, as all candidates were capable and ready to take on the difficult job of being a law enforcement supervisor. On January 22nd, after an exhaustive process 2 officers emerged ahead of one of the largest fields ever of capable men and women wanting to pursue a role in leadership of the Somerset Police Department.

Promoted to Lieutenant was Sergeant Shawn Dobbs. Beginning his 13th year in law enforcement, Lt. A little over a year later in Lt. Dobbs joined the ranks of The Somerset Police Department. Dobbs previously held the rank of Sergeant, Dobbs was promoted to that position in April of Dobbs is certified in Accident Reconstruction, a difficult program to complete.

To add to it, Dobbs increased his knowledge in this field by becoming a Commercial Vehicle Accident Reconstructionist and an investigator dealing with homicides by traffic collisions. Dobbs is also a Police Negotiator, leaning on knowledge gained by being certified in Crisis Intervention.

Crisis Intervention Training is designed for officers to recognize the various types of mental health diagnoses and be able to recognize when a person is in crisis. Honing his skills in these areas, Lt. After being promoted to the position of Sergeant, Dobbs attended the Kentucky Leadership Institute where he completed the Academy of Police Supervision. In APS Lt. Dobbs trained in areas of applying leadership and demonstrating an understanding of constitutional and administrative law, emotional and social intelligence, dealing with change, ethical decision making, problem solving, emotional survival, and public speaking.

To fill the position of Sergeant, which opened with the promotion of Lt. Dobbs, a promotional process was held in conjunction with the aforementioned process. As was the case in promoting Lt. Dobbs, this one was equally and perhaps more demanding than any the SPD has seen. It is crucial that any organization promote the right leaders and especially so in law enforcement. After a very difficult selection process, Officer Greg Guffey was promoted to Sergeant on January 22nd.

Guffey made it clear during his promotional interviews that his intent throughout his career thus far, was to serve in a leadership capacity. Guffey has already proven this to be the case with his career development path, one which took him first to the position of Field Training Officer or FTO.

As an FTO, officers serve as training officers within the department training new recruits directly out of Basic Training or certified officers coming to the SPD from another agency. This step in the career of a police officer is critical as it can cost your agency an asset or reward the agency with bringing on board the right officer, capable of doing more than the job requires.

This method produces highly trained and positively motivated employees capable of meeting or exceeding the standards set forth by The Somerset Police Department. The program builds on the foundation of skills and knowledge acquired in basic training by creating an environment in which the trainee may enhance those skills and increase proficiency in all aspects of job performance.The order, which lasts the duration of the state of emergency, applies to law enforcement, firefighters, emergency medical service personnel, park rangers and corrections officers.

While there's been no significant increase in crime, local law enforcement leaders note the action is crucial to keep departments properly staffed should officers or any first responders need to be quarantined after a potential exposure to the virus. Kentucky law already allows retirees to be hired back but the process takes months. But having one in a five-officer agency under quarantine, the chief noted, would deplete that agency's manpower by 20 percent. Pulaski County Sheriff Greg Speck said that while his staff has not yet been affected either, he is extremely grateful for the retirees who have already offered to come back should the need arise.

Their new normal is neither relaxing nor surreal, instead it is filled with tension and pressure. We as emergency service personnel recognize and empathize with this new normal as we have experienced similar changes to our daily routine.

For this reason, earlier this evening, Friday April 10th; personnel from all emergency services of Somerset and Pulaski County came together to show our support at Lake Cumberland Regional Hospital. We are uniting across our county as service personnel to show our support to the hospital, all medical personnel regionally, those individuals who are battling and those who have succumbed to this horrible virus. Good Friday historically is known as the darkest day in faith, but we; as a community must remember it is darkest just before the dawn, our dawn is coming.

We would like to remind our community to stay strong and continue this fight against COVID19 by following local, state and federal recommendations. Submit a Tip.Two Somerset Police Department Officers have graduated from the Department of Criminal Justice Basic Training, and one new officer has been hired and awaiting an academy date. During their time at the academy, the officers received hours of instruction.

The Field Training is a process in which the young officers rotate time with veteran officers getting on the job training responding to calls and completing reports under the watchful eye of officers certified to train new recruits. Officer Cameron Claunch was recently hired after completing the testing and background process. In addition to these officers, the Somerset Police Department has several applicants in our current hiring process.

Since mid-March steps were being taken such as consistently cleaning, social distancing, and closing the lobby to the public. However, after one officer tested positive for Covid, 5 additional officers were placed in quarantine, as well as Mayor David Thompson, they began further restrictions. The chief and assistant chief have separate offices on different floors. The general office is being limited to one person at a time and no one is allowed to share computers or anything.
